For the untagged characters:

2nd row, 2nd from the left : Poliwrath? He has the whirling thing on his headband, but the color scheme doesn't quite fit.

3rd row, 3rd from the left : Kyogre? With the blue-white-red color scheme and an A pendant on his chest.

Alternatively, Walrein? Blue body with white purely on the head/chest area.

2-2: the color scheme and knee pads're similar to a Sawk, but his arm guards's more like a Metagross.
3-3: yeah, Kyogre is the closest match. I would tag him as such if not for that triangular ornament and eyepatch, which imply he's one-eyed pokemon.

I think the triangular ornament is supposed to be an A, you know as in Alpha/Aqua. Then the ornaments on the sleeves of his jacket would very well be Kyogre's claws.

Then for the eyepatch it could represents Kyogre's black sclera and/or Team Aqua's pirate theme, not that this artist never gave eyepatches to otherwise two-eyed pokemons anyway.
