Yeah. Charles Babbage's unfulfilled dream regarding steam technology is turned into a reality marble that takes the form of his armor. He can also use it to mass produce smaller machines modeled after it so the player is forced to fight a bunch of tiny Babbage's.

Also, he can talk normally. Though I suppose the silent comic makes him and Nitori cuter.

I guess it's just a joke about most of his battle "dialogue" being machinery or steam sounds. Compared to most he's not that talkative.
