The pool was named before Yamakaze existed, and mentioned that it should be renamed after all 10 were in the game, but nobody has done so, and there does not appear to be consensus on what to do with it.

Adding how the artists and even amamiya_chiharu seems to forget Suzukaze and Samidare, so the pool had another reason to exist aside of having the 10 destroyers, one of the main reasons is to have a reminder for all that Samidare and Suzukaze are part of the Shiratsuyu class.

Yeah, I'm not sure if/how the pool should change. As you said, the idea of the pool was for images that didn't leave out Sami&Suzu, and it still serves that purpose well. It shouldn't be changed in any way that removes that, and it doesn't seem worth another whole pool for all 10, at least right now. If you want all 10, pool:10270 yamakaze_(kantai_collection) should be pretty reliable, and works for any user level.

Now we have the 10 shiratsuyus, so artists have all the names to draw all of them if they want, so we have to wait until the images appears and reach certain representative number, and we will know that the pool is unnecessary and we can add the images to the "Class Reunion Pool".
