Not necessarily. The 'punishment' isn't the being in a bikini, it's how the other women will look at her as they find out she's a pin-up model. (Or rather, how the very insecure Abukuma will think the others will look at her for "having a sketchy side-job".)

Given the way she talks to the Admiral in the following pages, it looks like she didn't get harassed. Rather, she was praised for helping Yuudachi. And looking good, apparently.

Things like this can be brought back up whenever anyone needs or wants to do so. (Just look at all the pictures of Akebono doing something that she would rather not let other people see the Admiral whips out of nowhere...) Now, everyone in the base has access to blackmail material. Considering Kitakami shows up later, that seems like a prime example of who would exploit such things at any time they wanted into perpetuity.

I'm not sure why you're spoilering something that occurs on this page, but that's not really the point I'm trying to make. The people in the next couple pages may play it off because they're in on the joke, but there's no guarantee that any other people that see it will treat it as a light-hearted punishment game.

Besides, it's not like Akebono is/was given horrendous torment. Most of the time, she's just trying to sing a song she likes when she thinks she's alone, and the Admiral hears her; or she was trying to keep a pet cat a secret, and the Admiral photographs her; or Akebono was grumpy one day, so Admiral shows off photographs of her smiling with her cat; or she wanted to try a sweets shop she didn't think fit her image/would be embarrassed to be seen in on her day off, and the Admiral for some bizarre reason works 20 different part-time jobs, because it's not like Admirals get paid, amirite? The only time she was seriously given punishment was when she was ordered to fill the holes she, herself dug to hurt someone because they might hurt random other people.

Beyond that, while Akebono digs her own grave by, say, picking a fight with Akatsuki, then her "punishment" is getting tricked into apologizing directly to her instead of indirectly, Abukuma doesn't really do anything to deserve any of this. She gets mad the Admiral spelled her name wrong, and asks him to spell it properly... and gets punished for it.

Whatever the reason is (there's probably something), I'll find out in a couple weeks in the book itself. Or there may have been something in the second, but I don't have that one, so...

I didn't quite remember which page the cover was shown. Didn't think it's on the same page.

My view though, Abukuma slipped and got a lesson for it. She did say do what ever he wanted to do with her. Saying so is never a good thing. She was too lax, she needed a reminder and she got an easy one.

Akebono, on the other hand, got continuous embarrassment. Well, not everyday, but would be quite close to that. It might be all good. But the amount and the shock isn't very good for the heart. And she's now basically always startled by admiral so might not be good for the mind either.
