Rings are "provisional marriage". They aren't treated as quite real, which is wiggle room enough for artists to allow certain characters to treat them as friendship bracelets while others treat them as engagement rings so as to create whatever misunderstandings would be most humorous at the moment. To amplify on what NWSiaCB said, as oblivious as the Admibro may sometimes seem, he isn't that oblivious. He knows Ooi will take the ring super seriously, so he can't ring her unless he really means it.

I'd like to tangent this into a thing I remembered from Bakemonogatari, episode 3: dialog between Araragi and Senjougahara regarding a certain... fetish.

So, the idea is you marry your wife who has a little sister. After a while her little sister will call you onii-san, yes?
And then suddenly an unfortunate accident happens and your wife dies. You are close to your former-wife's little sister and after a while you ended up marrying her too.
