If the artist personified the tank from the game, then the answer would be yes. Although since the source is dead I'm not sure if one can verify if it is or not, which makes me question why you're deleting the tag first without being able to verify that it isn't fanart based on the game.

The I-O superheavy tank is not a WoT invention and WoT doesn't have personified tanks, so there's nothing really in the image that says that this is WoT fanart. Last I checked, the rules say "tag what you see, not what you know" and I see nothing WoT specific in the image.
I've seen cases where posts have been tagged with world_of_tanks just because it had tanks in it, even when it was certainly not WoT fanart. Where do you draw the line for what is WoT fanart or not? Anything with tanks could potentially be WoT fanart, but tagging everything with tanks as such isn't helpful for those who want to find WoT fanart. If they wanted anything with tanks they would search the tank tag (which I now see is missing from this post, so I will add it).

If the artist had tagged it themselves, then that is where the line is drawn. I don't know if the artist did or not, but so far you have not presented anything that would imply that you have that answer either and are simply choosing to do it regardless.

I'll be blunt, the "tag what you see, not what you know" is full of cases where what you know overrides what you see in a lot of cases, so please don't try and bring that argument up here because it's not a 100% thing and everyone who tries to apply it 100% of the time is simply wrong.
