Perhaps, but they can't afford to feed Akagi if she takes the "all you can eat" option every time she goes to the restaurant. Especially since the waitress now knows that Akagi can eat more than 30 bowls of rice in one sitting.

It's their bottom line that they have to worry about. If she's active service, the government can feed her.

And if she's found abusing loopholes that reasonable people wouldn't... the restaurant is free to ban her both to save themselves as well as to teach her she's NOT a "normal" eater, but a heavy eater.

This also sets an example for other shipgirls or customers if they can point to her as an example of bad behaviour they ban for.

Ryuujou said the 30 refills were okay, instead of 5-6. The restaurant was perfectly justified in banning her too.

And Akagi didn't appear to be starving to death on normal rations - she just eats because she wants to. That's why she's a true glutton.
