105,500 tons of destroyers, which were defined as warships under 1,850 tons and guns no larger than 5.1 inch (130 mm).

This is a reason why the Hatsuharu-class and Shiratsuyu-class are smaller than the Fubuki types. To get more ships out of their restricted tonnage. And also why the Asashio class and Kagerō class are much larger ships....they were started after Japan backed out of the London Treaty.

The Kaibōkan type ships were built after Japan removed itself from the Washington and London Treaties in 1936. The first of these ships was laid down in 1938, so they were not treaty restricted anymore. Japan just needed something to keep their destroyers on the front lines rather than protecting fishing boats and whaling vessels. At least until the numbers of destroyers could be built back up to where they wanted them....but by then the Americans and British were sinking them.

The Shimushu-class, which were smaller than destroyers, took on the kaiboukan classification
War Vessel Primarily specialized for the battlefield Destroyers, submarines, etc. kantei

Seems like even now Kunashiri gets put in an awkward position by Nenohi's apologies. Referencing Kunashiri's idle line.
Unsurprisingly, it's said the crewmen at the time were quite boastful and proud that they had served aboard a warship.
    Warship?
    Knock
I'm repeating myself, but the "warship" classification was special in the Navy.
They still had the pride of carrying the Imperial Seal, even after losing their status as warships.
Incidentally, Etorofu was completed in 1943, so she never got to be a warship.
    Musta been nice...
They were allowed to display the Imperial Seal on their bows and even had the honor of carrying the Emperor's Portrait (a photo of the Emperor). The Emperor's Portrait was a sacred part of IJN tradition, and special attention was paid to getting them off ships at risk, like Akagi at Midway.
Warship Ships designated as core members of the fleet Battleships, carriers, cruisers, etc. gunkan
    Kling-Klong-Klang
    We'll be studying kaiboukan today.
Originally, kaiboukan was a classification for battleships, cruisers, and armored cruisers
    Grab
    Smug, shu
I used to be a warship, su!!
Destroyers and submarines aren't technically "warships", but as a kaiboukan Shimushu is a "warship". Sorry, you two, but she's different from you.
    Nod
that had been pulled off the frontlines and reassigned to defending Japan's coasts.
Ugh. Yeah, yeah, the frontlines are tough!
    Heeeey!
Eventually, on July 20, 1942, kaiboukan were reclassified from warships to war vessels.
    Hey!
Well, if it's just the coasts, I can deal with it.
    We're old,
And that's what led to this incident...
    There she is!
but we got the Imperial Seals!
    Wait!
    These are the original
    kaiboukan.
    I sincerely apologize!
Now, on a related note, when Russia became the USSR,
While old, they were originally battleships, so they were full-fledged warships.
the USSR put pressure on Japan's northern fishing industry.
    Hold up, hold up!
    Knock
We're the ones that developed up here!
    You, lil' girl!
    Waves...
Those king crabs sure look good!
    Yeah, su!
    Kaiboukan War Vessel
    I am Kunashiri.
Kaiboukan were about the size of minesweepers or submarine chasers, but their skippers were ranked Captains, or Commanders. Apparently their quarters were pretty amazing too...
In response, the First Destroyer Division, including Kamikaze, was sent to take over the watch.
    Salute Nenohi properly!
Today's ne-no-hi~♪ Tomorrow's na-no-hi~?♪ Your death day. nanohi means "what day".
    Big Catch
    Glance
We in the military have to respect the chain of command, or else when we go to battle...
so Kamikaze and co. were returned to the frontlines.
    Glance
    Blam!
    Puff
There aren't any enemies, are there?
Senpai!! Please continue to fight on the frontline!! We're low on numbers!!
    Scritch-Scratch
Since they pulled these aging ships off the front line, they didn't have to make new ships for the job.
that could replace Kamikaze and co. on their northern patrols...
The Shimushu-class were new ships, so she wasn't familiar with them.
This was the year after Kamikaze was renamed from Destroyer No. 1, so 1929.
However, in 1930, the London Naval Treaty limited the number of destroyers,
Kunashiri...? Is that one of our ships...?
We can't let you retire yet!
    Ehhh...?
even while aging battleships held the same classification.
The Navy now needed auxiliary vessels that didn't violate the London Naval Treaty....
    A kaiboukan, huh...
    Kaiboukan?!??
and, looking ahead, that could serve as convoy escorts.
    Shimushu
    Smug, shu
Nenohi's destroyer captain was ranked Lieutenant-Commander.
    Kunashiri
    Hachijo
    You're a kaiboukan, little girl?
    Kunashiri's was ranked Commander.
    It's no big deal, su.
    Puff
    Ishigaki
    A... A... warship?
    ※At War's Start
Now, this is where the problems started...
Apparently Nenohi's skipper hurried over to apologize.
    I'm proud, su!
The end result was the new kaiboukan, the four "Shimushu-class" ships!
