Elaborating on what Котенок said, over generations they were bred to have flat chests that wouldn't get in the way of their archery.
Edit: Not sure why I got downvoted but to quote the wiki "The Archers are also known for being flat chested, having developed that way due to larger breasts causing their ancestors difficulty while trying to operate their bows."
