I think they've just opened up a new class for variety, so they're trying to fill it up with a few different choices so that any demand for an amphibious assault ship isn't a demand for Akitsu Maru, specifically, or "fleet oiler" means "Hayasui only", since part of the point is that this is about collecting different options to choose from.

The auxiliary ships are not likely to see much use until the devs tweak the gameplay and give them a more regular role other than routing, padding air power and, in Hayasui's case, long distance picnics.
It validated the concept of the Kantai Kessen mindset that dominated Japanese naval planning going into WWII, which never took place due to technology marching on.
The ship is named after an island, close to which was fought the last naval battle of the Russo-Japanese war. Mikasa was a survivor of that encounter, and so is Aurora (both are museum ships, one at Yokosuka, the other at St. Petersburg)
