Tamamo's a bunrei, a fragment. Compared to Amaterasu herself, she is extremely weak. She possibly on par if she releases all nine tails. Possibly. Then again, Nine Tailed Tamamo may actually qualify as a Beast if the hints scattered through Grand Order are any clue (Tamamo's refusal to let out more than three tails is hinted by herself to be based on this, and a throwaway line during the first Summer Event has Ritsuka joke about it). Tamamo is one of the Three Great Youkai for good reason. Abe no Seimei is the most famous onmyouji for good reason.
