Presuming that the skirt starts around her navel, it's more a problem of her legs being really stumpy.

Well, I'd be inclined to say that the artist done botched her forearmswhole arms. Oh, boy.

Well, her whole body proportion is somewhat out of whack. Shoulders too wide, upper arm unnaturally bent in. Though the lower body half is a bit hard to make out due to her choice of apparel, so I'll let it slide for now.
