Could be the back side of some lingerie.

Also, panties are worn over the garter belt, or they'd have to take off the belt every time they needed to use the bathroom. Although that pair seems to have that taken care of...

Except we don't actually know if the crotch is covered or not. We can clearly see the back isn't, but backless doesn't always mean crotchless.
