okay, 2 things:
I have modified this from the original version (at the source url), basically by chopping off the huge and obnoxious site URL that was at the bottom, and tried my best to clear out the jpeg artifacts and sharpen the image.
And since I did those 2 things (chopping off and clarifying) would that count under the photoshop tag? because I didn't do anything major.

Photoshop is photoshop.
Besides, your comment explains what you did for anyone who gets confused.

You should probably upload the original and parent it, though. For the sake of comparison if nothing else.

The wiki for photoshop isn't very clear on that but I think it isn't. There weren't any modifications, just cropping and restoring.
