It's a female Transformer. This is an image from the Transformers: Cybertron cartoon, where they used cell-shading and 3D graphics to make the Transformers. She apparently has a crush on Galvatron.

She's what the fandom calls a "shellformer"... basically, she's just -wearing- her transforming parts.

Which allows her character design to have underboob.
