I dunno. I think there is an implication during his interactions with the vampire is that the other guy is an oni. His origins seem to be highly supernatural.
I think this guy is just a heroic normal. Whatever kind of eldritch slayer who takes bounties on werewolves, scientists, and promethean creations alike.
