Tear is talking about an uniform (most likely an 'before or after battle new costume skit') she says that the uniform is tight in her breast/hips area, and that she gains too much muscle mass when training. (I can only imagine her working out and using excersice equipment....fucking jail bait man...)
So more likely that she's wearing the breast/hip spenders (or whatever you want to call them) under neath her clothes.
Seems in the drawing she got frustrated that the hip part wasn't working to well (and the breast part probably...popped) Its an shame really that she's so self-conscious of her body yet.....cute.
