That's not Takao's back. Takao is right behind Atago.

I'm going to go say the two in the back right are Taihou and Albacore. The white haired one in the middle is probably Shoukaku because of the bangs and green eyes with whitish hair. It really is hard to tell though and I'm not confident it's her. As for the one washing, it might be Choukai.

I personally think the one washing could be Pennsylvania, and the two in the back being Arizona and maybe Renown.

The the blonde in the backs hair is a perfect match to Albacore, that's why I assume the one next to her is Taihou.

Unless the artist comes out and says who is who though, we'll never really know.
