As a spokeman for the FBI, I would like to state, on the record, that there is and was never any ribbon in this photo. What may have resembled a ribbon was simply a weather balloon gone astray. We also believe those who claim to have seen this supposed "bow" were merely hallucinating due to illegal substances at the time.
