The neighboring kingdom is making fun of him as the king while he is in a relationship with someone in particular, the other kingdom sent him these girls in order to tempt him to break a certain promise he has made blah blah blah. AFAIK
Other kingdoms are teasing him, trying to make him break his oath of abstinence while his wife is away or saving himself for the one he loves. Remember, lust does not equal love.
Two points: First, I didn't notice the guys expression until I read the first post. I wonder how many are in the same boat. Second, this is a publicity photo, the picture is to state, "I am so rich and power that I can have a room full of girls getting themselves off and have the audacity to look bored."
Perhaps this is the epilogue to Saya_no_Uta, true ending. Maybe the guy in there is Fuminori Sakisaka. And those girls aren't really human. He appreciates what Saya left behind as a gift but shows no interest in the other girls/monsters. If he was willing to sacrifice a normal life for Saya, then perhaps he has no interest in the "new" world.
Maybe he's just day dreaming all the girls? God knows that having to sit in one place for any length of time can drive a person nuts. ...I kinda hope their not actually there, 'cause otherwise he seems freakishly hard to please.
A few years late to the party. He is bored because he has a castle full of women fucking, when something abstract or unusual becomes the norm it subsequently becomes boring.
