I know this doesn't look like the traditional Yuri, what with the non-braided hair up in a bandanna, but the artist labeled the picture as such. Also, the clothes show Kyokugenryu style, the staple of the Sakazaki family.
It's an alternate costume from Maximum Impact 2. I always thought it was supposed to be a reference to Eri from Metal Slug, since most of the alt. costumes are allusions to other SNK games, but I'm not positive. Eri's outfit is somewhat different.
