His agenda seems to be to purge this site of all bad grammar and Japanese wannabes. It's sad, really, because the person who did this is neither American nor Japanese. They probably live in America but are not fluent and yearn to be Japanese at the same time- a recipe for disaster.
I guess it's supposed to be 「う」, but the top stroke is backwards, and the character is not as tall as it should be, thus making it look more like 「ろ」, in my opinion.

um if that was the case, why not purge art by Japanese artist that are low in quality, according to your standards?
