As the quote goes "if you will not serve in combat, then you will serve on the firing line" It was also a very benefitial ability, due to maxing out morale for one dead unit.

I believe in Company of Heroes 2 rather "Enemy at the Gates" take on the Red Army, the russians can also bolster pinned squads via execution.
If i remembered something the hard way... Never ever retreat when Order 227 is activated. Alternatively... have spare fresh conscript units to bolster dwindling units.
