Seems like it. Just read through her lines via the wiki, and honestly most of her lines don't seem to be that innuendo heavy. For most part, just sounds overconfident and apparently thinks that what she wears is the pinnacle of fashion, even trying to get the commander to dress in a way similar to her (which I shudder to think about).

She's more of obsessed with destroyers, but because some of the more notable destroyers are kindergarteners, it gives the impression that she is a pedophile, so the fandom ran with the pedophile idea. It makes more sense that she would be obsessed with teenager and adult-looking destroyers as well.
