It's Shinonome Maki. Gakuen Hanimokuo is the name of the doujin circle.

It might be copying, or it might just be that the artist drew the girl in his/her own style and somehow ended up with the eyes and glossy skin that we all consider to be Urushihara Satoshi's trademark. But it's probably copying.
