I mean, it was even in Chicken Miasma's art, where she depicted the female PCs of the first three Pokemon generations with swimsuits. Each generation got progressively bustier, and each one's swimsuit got progressively scanty.

It's probably because right from the first episode where she appears, she's had a noticeable bustline (in the anime, I haven't gotten that far in the manga).
She's also supposed to be 10, so most people can honestly guess that she's an early bloomer and will end up being a whole lot bigger...they lessened it later on in the show I think but by then it had already stuck.

Besides, she states it herself that she's 10 in her first episode. Also it's pretty much the general rule that trainers start their journies at 10 and get their first pokemon, why would Nintendo try and complicate things by making her the exception?

About May's Giant Breast it's probably from 1st episode of anime + Brendan always talks about May's dress being small due to her breast size getting bigger
