Most shells with high explosive or incendiary effect above a certain size have built-in fusing systems that prevent detonation before a certain distance has been traveled after firing. Therefore, outside of a very hard and precise strike to the primer, or exposure to heat high enough to cookoff, the main risk here is the sharp shape and various sanitary\composing metal concerns. Also looking closer now, those appear to be 20mm, which would be consistent with NTW-20, a large calibre AMR. I wonder if they were considered large enough to warrant complex fuzing?
