I'm trying to get the plot straight: I'm guessing that Akashi and Yuubari did another Wisdom Cube experiment which led to the bright lights and and creation of smol Renown. But since that's been outlawed, they did it off base to avoid getting in trouble?

I don't think excuses is their strong point. When leadership can just order people to do things with little to no questions, you don't exactly keep your skills at making an excuse strong.

Not really the military, but so far my favorite was the local commissary's excuse to drop carrying some things several years ago. The item was always sold out cause they didn't carry enough stock and infrequently restocked it, but they stopped carrying it because sales of the item were low so it was argued that there was no justification to keep carrying it.

The second comic here kind of reminds me of the "Things Involving the Shipgirls that are no longer allowed" fanfic. As in, trying to set the wackiness of the base material against the backdrop of a real-world military setting.

I mean, the original list was basically that sort of thing IRL. I would not be surprised at all if a Azur Lane anchorage had its own variant for some of the more mischief prone ship girls.

I'd probably go with the latter. Akashi seems to be a massive troublemaker.
