The joke is that the milk contains KP.

I get the impression that's supposed to be Arisawa Takafumi at the end, because the quote is from the Sol Dios Orbit mission - at the end he says "Kojima wa mazui", which could mean "terrible/awful" in a general sense, or could also mean "bad-tasting". Didn't bring him on the mission in the English version, so I don't know what he says there. Anyways, judging by his facial expression, maybe he drank some of it?

Yeah that's definitely Arisawa in the last panels, because the AC head behind his angry face in the last panel is used by his Raiden.
