No, I also saw that, except for me the "wheel" is the Zeon emblem, the woman's down is some king of bizarre monster's head with teeth from her crotch (also it has EYES) and her legs are the horns. Also, the penis is cumming. If there's someone who is wrong inside his head is me.

I don't play persona, I've only seen Let's Plays, so I might be missing something. But to me it looks like her blood is forming an abstract version of herself. The thing that looks like a wheel is the head, with her twintails coming out. Then there are the breasts, with arms going out at the sides. Then, her hips and what could be her skirt flipping up a bit. It helps to turn it upside-down. Given the nature of Persona (face yourself, etc) it kinda makes sense.
