Since there seems to be some confusion on the subject for some reason, Sucrose is a cat. Her animal ears are cat ears. They lie flat because of her hat and because as noted in her lore dialogue she tries to make them blend in with her hair out of embarrassment. Also noted in her lore dialogue: she stalks Diona, the local cat girl bartender, because of her ears and her curiosity as to whether they have any relation. Lastly, the soles of her shoes have kitty cat paw prints on them.

It's best not to assume unless it specifically says it in game that she has cat ears. Looks can be deceiving.

Her ears aren't big enough to be fox ears, and they're not floppy or pointed enough to be dog ears, so there's only one logical assumption

I'm not saying that they aren't. What I'm saying is, we shouldn't assume. It's just like with Klee having pointy ears but no one calls her an elf. We just don't know. Sucrose could be part wolf for all we know. After all, it's in her lore to collect bloody bones.

Except the game does confirm it. That's precisely what the original commenter was saying.

I went back to read through her story for myself in game. She is indeed a cat based off the wording but what I was saying, we shouldn't assume. Not once did I disagree with what they were saying.
