Basically, Aya is asking Mystia to use a different equipment and skill set as a Bard in FFXI in order to maximize attack speed at any cost. Attack and Accuracy buffs are generally more popular. One drawback to stacking haste is pointed out in the artist's description:

"Momiji:「I hope you die from the AoE caused by all that TP you give.」"
In other words, physically attacking an opponent causes a small amount of TP gain which is then used by monsters for special actions like Area of Effect attacks. Attacking faster causes your opponent to use more special attacks and acts as a balancing factor for generally superior fast weapons, dual wield setups, and haste stacking.

According to my information net, you can get a combined 20% Haste from stacking March songs with March equipment.
Add in the white magic Haste for another 15% and 23% in Haste equipment and you'd get 58% haste which raises your attack speed by 1.48 times!!
