Senchou did get an audience with zun on stream and while pochi is also a vtuber, Fubuki did do a collab with her on an art stream. I think the rule against other vtubers is largely to prevent dumb fan wars or driving a wedge between talent on hololive. From my experience, whether or not they answer is base on if its a SC reading or not.

Also would depend on the Vtuber. For whatever reason Ina is not as diligent about reading superchats as other members of Hololive English. She doesn't have Superchat streams and she doesn't read Superchats at the end of her streams. If you want her to read a superchat you just have to be lucky or have a good sense of timing.

I also think that Ina doesn't do Superchat reading (or at least rarely) because she doesn't have time compared to the other girls. Ina is also the residential artist within the Team and she gets commissions for her artwork so rather than wasting time reading through the superchats they let her work on her art on the side instead.
