They've announced at least one new mechanic they'd like to implement (an unspecified one involving submarine tenders). We might see Haley's Comet again before we see it implemented, but it's not unthinkable.

It's suspected that they're already testing the potential "buffs" through Jingei-led friend fleets and subsequent changes made to them throughout the event. Though its usability in general maps seems rather dubious due to how unfriendly phase 2 maps mostly are towards sub-cheesing.
