Mamagi won't let Ark Loli-yale and Pervmiral do things.
Albeit there's a bit of truth in here, you'd want to put NPC ships into your dorm and let them fast-level for a bit because they gain bonus points when taking part in boss battles, so as long as you can have them survive you'll get bonus points. Leveling them and letting them equip hp-boosting auxilary such as boiler can give you that advantage.

NPCs can't be placed in the dorm or sent on commissions, however. Sorties are the only way to level them until you acquire them permanently.

At least Ark Royal gets away kinda scot free... the Commander's gonna get a heavy sermon for doing this and for not working

Why is Ark Royal even there at all? Amagi-chan is a Battlecruiser, not a Destroyer.
