The artist tagged it as Hayate no Gotoku, but not the character. Going by the hair clips I assumed Sakuya but it looks a bit off for her. (Note that I'm an ep or two behind on season two)

Well, there's been no new (female) characters introduced in the last two episodes, but...this really looks nothing like Saku. Hair is all wrong. Also tits aren't big enough.
