I am confused because I got the ticket AND legend rank with the fans in the same run with Spe-chan. Dunno if that's also necessary.

You just need to get the ticket from the raffle and then win the URA finals. If you get the ticket but lose the URA finals the event won't activate. Fan count doesn't matter.
