Managed to track down the Chinese original!

2nd panel is a quote and reference to a scene in Cinderella Gray. It is kinda memetic both among the Japanese and Chinese fanbases, though the memed Chinese translation (quoted here) wrongfully interprets 無礼る (なめる/ナメる, "to put down", "to look down on", "to make fun of", etc.) as though as it is 無礼 (rude, disrespectful).

Though to be fair, writing it in kanji is rare and there are even Japanese people asking what it means when they came across Rudolf's scene.
