Nah, Casey died during the events of the great war 10 years before the game takes place This is during Yuri's 3 months in the knights from what I gathered. Plus she's seen talking with yuri.
Well, I'm almost positive that she's Flynn and Yuri's captain. There is no other role she could possibly play. (That would make sense in my reasonable opinion.)
Look at her uniform, it's different than Flynn and Yuri's knight uniform.

Yes, they do look the same, but Yuri's chest only has one pair of those wing-like logos. This girl has TWO sets of those wing-like logos. This could be because of gender, but it seems more likely to me that it reflects their rank in knighthood.
Alexei being their captain is impossible. He's the commandant of the imperial knights. (And has been since Dein Nomos was lost if I recall correctly.)
