I..think she is,the look on Remilia's eyes look as if telling something like:"Don't you dare getting close to my precious dog ..or something..." and I also think the dialogue in the last panel belongs to Remila....it fits somehow to me.

I think your right out side of when Remi called Sakuya over i believe the rest of the dialogue is Meiling. Since Remi is the one who is actually staring and from the tone it leans to Meiling to me.

Hmmm..I also believe that the last dialogue belongs to Remi. She looks annoyed when seeing Meiling staring Sakuya with those wanting eyes.
