Yes it is but also a tribute to her new years banner. There was a lot of hype bacause of a low tier unit getting a high teir banner.

Not just a low tier character, Urara is actually sort of a joke character, her stats are low and specialized in short dirt races which are niched. (Which obviously is reflecting her real life performance)

IIRC Urara is somewhat good at dirt race, but the publicity of her losing streak make the owner race her on grass race.
