Nah,I hear about this, although YouTube yanked the video before I could get to the news post. Think it was posted on Joystiq or Kotaku.
Cammy has a red triangle on her chest because she's part of Delta Red. Since the triangle is built onto her suit with geometry rather than painted onto the surface, modders have opted to leave it on.
Sorry I don't know where you can get the mod. But it's applied to the PC version of the game and I think a little googling will find it for you, as well as some fun mods to other characters.
