RE: The hairstyle - It's certainly not a common one, but others do exist. (I automatically thought of Shirayuki Miho from Tokimeki Memorial 2 when I saw Hina for the first time, for instance.)
Anyway, more to the point: This image was drawn to complement a vocal version of Hina's theme being covered by Gumi. It's very much a cosplay.
