Are sure she'd be cheap to keep around?
You would have to feed and clean up after her ice cream is not that cheap.
Then she'll freeze random things.
Though a chibi Cirno shouldn't eat as much as the full size one and should be a lot less destructive.

A yukkuri Cirno would be perfect, heck, the Touhou Wiki even says that's what they get used for.
