I've been getting the impression you're new to Touhou, apologies if I'm mistaken, but I'll give the heads up that at least 90% of fan art has zero basis in canon, since most canon material is rather vague. That aside, realistically speaking, none of the fairies in Touhou should have any actual family members, as they're all incarnations of nature, they just pop into existence.

Cirno has Letty in most fanworks. Daiyousei's can vary but many assume that her parental figures are either Yuuka(because Yuuka is well known for having a ton of fairies in her garden), Sakuya(thanks to Remilia's hiring), or Reimu(she's sympathetic to young youkai creatures that visit her shrine and has been known to let fairies play at her shrine from time to time. She even warned Daiyousei about a typhoon once.)
