yes he did reveal himself on national TV, but Ai still does not believe the fact that Ryo is a boy even after locking him in a room and stripping him topless.
Well, the author did a Part 1 that had Hibiki calling Ryou out on crossdressing with Makoto, Chihaya, Yayoi, and Azusa defending him. So basically Hibiki is going to go ballistic after she found out her gut feeling was right and the rest are fleeing from her, hence the 総員退避ッ!! (all hands retreat!!) tag was used.
