    My guess would be that it is because this is a 3rd party mirrored version of the other (original) image, which was also uploaded by a user with unrestricted uploads privilege. If you really want to know why an image didn't get approved, I would suggest visiting the stickied Upload Feedback Thread on the forum and asking about it there.
