Some that I would definitely done differently would be Marisa as the Star (Patchouli or Alice would have made better Magicians), Yamaxanadu as Justice or Judgement, Hoshiguma as Strength and Yamame Kurodani as Hanged Man. But as Nosaji pointed out, it's probably because later games have not been included.

But many are well chosen, like The Moon.

Youmu's being awesome as usual, Flandre's is fitting to say the least, and Sakuya's great art + I SEE WHAT YOU DID THAR!

Some can say that Rumia (Even Mystai) Is dumber then Cirno. Rumia is blinded by her own power so she bumps into trees and Mystia can't read.

Also, it is argued that Cirno is relatively more "gifted" than her own Team 9 posse. The "idiot" part simply refers to her childish incompetence coupled with an ego the size of Komachi's tits.
