I'm guessing the gag is either that Taihou and Zuikaku think they're so "small" that they just don't need bother wearing tops or that they're trying to prove they're just as sexy as the other girls? Either way, it's pretty rude of Shoukaku to be laughing at her own sister. :(

I somehow doubt the Azur Lane counterparts would have the same result. That said you have to be blind to miss even KC Zuikaku like that. Small is not flat. Hell even KC Taihou has something even if it is not much. She's not RJ!
