Shiki's only seen as short because she's flat as a board. The ending in PoFV shows that she's not a midget.

I just had a thought. Shikieiki is wearing shorts and a jacket right now, yes? But her normal clothes are lying foled up nearby, yes? Does that mean she changed clothes outside where anyone could have seen her?

When the Rod of Remorse strikes Shiki Eiki's target, it bears the weight of all the sins the target's committed, but the Rod is also never too heavy for Eiki to lift it.

Also, Eiki is not notably short, but can seem so when compared to Komachi. Eiki is not a "little girl" either physically or psychologically. And she may have either arrived in wrestling gear and carried along her normal clothes instead of the other way around or had Komachi stand guard while she changed (for all the good that would do).
